Job title: Security Coordinator – Sindh
Job description: The DFID ‘Delivering Accelerated Family Planning in Pakistan (DAFPAK): Lot 2 Public Sector Service Delivery’ is a part of the DAFPAK programme funded by the Foreign, Common Wealth and Development Office (FCDO). The 3.5-year programme aims to increase access to family planning services; and improve quality of client-centred services such that more women, including adolescents are able to safely plan their pregnancies and improve their sexual reproductive health. The expected outcome for the programme is 11.9 million CYPs generated by expanded access to FP services; 55,000 additional users of family planning and an increase in modern CPR from 26.1 at the baseline to 33.9.
Palladium and its consortium partners, Pathfinder, the Family Planning Association of Pakistan (FPAP), IPAS and Aahung will strengthen the quality of service provision in the public sector (across 30+ districts in three provinces Punjab, Sindh and KPK) by:
Increasing access to FP services:
� Building capacities of government health/FP facility staff on integration of services, improving clinical quality and expanding the range of contraceptives offered.
� Training community workers (LHWs) to expand the FP services that they offer.
� Establishing new procedures in health facilities to better integrate services.
� Improved quality of client-cantered FP services:
� Building capacities of the government health/FP facility staff on client-cantered/unbiased counselling.
� Building capacities of community workers on better, client-cantered/unbiased counselling.
� Building capacities of government health/FP facility staff on improving clinical quality.
� Improving quality assurance systems involving district health management teams, including clinical waste management.
Beyond building capacities of district health teams, health facility staff and community-located workers. The project will focus on sustainably changing behaviours of providers, systemic changes and commitments through engagement with and TA to district and provincial level governments, health management teams, providers and communities.
Under the overall supervision and guidance of the Palladium Pakistan Programme Government Liaison & Security Manager (GL&SM), the Security Coordinator (SC) will assist the GL & SM on security management issues and assist Palladium – Pakistan, DAFPAK partner agencies and staff members in implementing security measures that adhere to Palladium Pakistan standards.

� Purpose of the Position
The Security Coordinator reports to the Palladium Pakistan Programme Government Liaison & Security Manager and maintains a close working relationship with him/her, senior management in Pakistan and project agents.
The Security Coordinator implements and manages security activities at Palladium locations, other than Islamabad- Pakistan in close coordination with respective project teams, project partners, donors and significant organizational interlocutors. As a member of the Palladium – Pakistan Security team, the function contributes to assisting the Programme GL & SM implementation of assessments, procedures and guidelines including Security Risk Assessments (SRAs), incident reporting and management of the country specific Security Plan.
The position is full time located in Palladium provincial offices i.e Karachi, Sindh.

3. Key Accountabilities, tasks and Tasks
3.1. Security Risk Management and Planning
Support the GL & SM in the execution of his/her tasks with regards to the safety and security of Palladium personnel and eligible family members, premises, and in conformity with Palladium Global Standards. Attend all significant security working groups, assist the program partners as appropriate and participate as a member of the Palladium Global Safety and Security Team.
Provide required information on technical security requirements contained in the Palladium Security Plan, Security Risk Assessment, Location Security Measures, and other significant policies, guidelines, and assessments and ensure their implementation. Provide technical oversight for contracted security providers.
Assist in implementation of Palladium – Pakistan security documentation including security contingency plans and provide the Programme GL & SM with mandatory reports in conformity with Palladium security reporting guidelines. This includes the monitoring/reporting on security compliance and the submission of all security incident reports.
3.2. Safety and Security Services
Assist in Monitoring the security situation and provide independent and comprehensive security analysis with the goal of identifying trends and predicting the specific conditions that would impact on the safety and security of Palladium personnel, eligible family members, premises assets and resources, in the respective area of responsibility.
Assist in Implementing security activities in support of Palladium operations and participate, coordinate and/or undertake security risk management for all locations where Palladium personnel and eligible family members are present.
Assist in ensuring that Palladium personnel are kept informed of matters affecting their security and the actions to take in the event of an emergency including those identified in the Security Plan as Information technology relates to Palladium.
3.3. Programmatic Security Information Analysis
Assist in collecting the information, provide specific analysis, advice, and support GL & SM in country strategic planning and implementation. Assist in conducting regular analysis to fully understand the issues that have an impact on the delivery of Palladium programs particularly in areas deemed security compromised. Work closely with Palladium – Pakistan operations personnel in the respective province to integrate all significant analysis into the planning and implementation.
3.4. Security Networking and Partnership Building
Establish contact and maintain networks with all security management forums, INGO, National NGO, IO security advisors and significant local authorities as appropriate. The Security Coordinator/ agent will ensure that effective security liaison with organizations working as Palladium implementing partners is undertaken.
4. Required Qualifications
� An undergraduate degree in a discipline preferably related to Risk Management, International Relations, Conflict Analysis, Diplomatic Studies, Security Studies or Organisational Resilience.
� Substantial and significant qualifying practice and training may be considered in lieu of a university degree.
� A minimum of 5 years of progressively responsible practice in assisting security risk management and/or security analysis. At least 3 years of practice should be at an operational level.
� Fluency in Urdu and other of the Pakistani languages as well as demonstrable fluency in spoken and written English.
� Competency in using Microsoft Office and similar information technology applications. capability to use new and social media in security information is also desirable.
